Just Curious...

Why is it that when a potentially dangerous event occurs, a big production is put on, to get everyone's attention, while hiding the fact that there is NO real plan to handle it?

Why was Union told by Ponticelli/Harran to move their equipment to Cornwells, when
A. There is no room for it there?
B. They have a responsibility to the people who reside in the lower end of the township? (They were told by Ponticelli, that they were "writing off" the lower end of the township.)
Even better yet, why did Ponticelli REFUSE to send out Bensalem's SWAT team, to assist in apprehending Englund?
