A Professional's Response to "Broken Windows"
I had an interesting response to "Haman's" Guest Opinion Response in the BCCT. This piece of info comes from someone with LOTS of experience in this field, so they know what they are talking about.
We would like to respond to Director of Public Safety Harran regarding his recent "warrant sweep" and his "broken window" theory. The theory of fixing the "broken windows" without addressing the reason for the broken windows does not solve the problem that causes the "broken window" in the first place. This is the same Community Policing propaganda that he and his former boss have been dishing out for the last 15 years!
Modern policing utilizes crime mapping, coordination of pro-active law enforcement with the community it serves, addressing the concerns of the community and not imposing the police department's beliefs about crime on neighborhoods that are living with the issues. Please refer to William Bratton's book Turnaround about the successes of modern policing with identified community problems. The successes that William Bratton achieved resulted in openness and cooperation with the community, holding high ranking police officials accountable and a refusal to scare the public through a creation of an atmosphere of fear within specific sections of a community.
Many of the warrants referred to by the Director of Public Safety were NOT from Bensalem! This was the typical warrant round up scheduled around election time. Usually, it is done in the poorer neighborhoods of Bristol Township!
The township has spent millions of dollars on programs that this Director of Public Safety has failed to properly implement or follow through with. No one, including the township government holds the Director of Public Safety accountable for his numerous failed programs.
Often times the Director of Public Safety quotes the S.A.R.A. model of Community Policing. S.A.R.A. stands for Scan, Analyze, Respond and Assess. Yet, he continues to refuse to utilize this model to address programs that he has created, spent large amounts of money on with little or no results and are failures. Yet, we continue to fund these programs!
Now he tries to defend this ridiculous, publicity driven warrant sweep.
By the way, the Director of Public Safety admitted recently that the Mayor intends to raise taxes AFTER the upcoming election to offset a $9,000,000.00 deficit. The Director of Public Safety stated that the Mayor has not raised taxes in 15 years. What about the $11,000,000.00 we get from the casino? Where is that money going? The township government sold the water and sewer department. We have been receiving steady increases in costs for these services due to the poor condition of the infrastructure when it was sold. Trash pickup costs continue to rise due to the township not including trash removal as part of our local taxes. Communities with trash pickup as part of their local tax bill receive reduced rates.
The Director of Public Safety has developed and implemented a bullying policy with our volunteer fire service. This has resulted in a reduction in the ranks of personnel within the volunteer fire companies, a $5,000,000.00 training facility that DOES NOT meet the needs of the fire service and a paid daytime fire department (separate from the volunteer fire departments) that the township government has no idea how it is going to be paid for.
We guess the old saying you can fool some of the people all the time and all of the people some of the time but you can't fool all of the people all of the time should be updated to include...you can fool all of the people for a long time if you give them $300.00
Well "Haman", looks like your "broken windows" theory is like every other stunt you have tried to pull: just plain BUSTED!
