CHAPTER 8. COAST GUARD MARINE FIRE FIGHTING ACTIVITIES
A. Authority.
Among the provisions of the Ports and Waterways Safety Act of 1972 (PWSA) (33 U.S.C. 1221 et
seq.) is an acknowledgment that increased supervision of port operations is necessary to prevent
damage to structures in, on, or adjacent to the navigable waters of the U.S., and to reduce the
possibility of vessel or cargo loss, or damage to life, property, and the marine environment. Section
4202 of the Oil Pollution Act of 1990 (OPA 90) (Public Law 101-380) mandates that the Coast
Guard maintain an Area Contingency Plan of pollution response equipment (including firefighting
equipment) within each port. These statutes, along with the traditional functions and powers of the
Coast Guard to render aid and save property (14 U.S.C. 88(b)), is the basis for Coast Guard firefighting activities. 42 U.S.C. 1856-1856(d) provides that an agency charged with providing fire
protection for any property of the United States may enter into reciprocal agreements with state
and local firefighting organizations to provide for mutual aid. This statute further provides that
emergency assistance may be rendered in the absence of a reciprocal agreement, when it is
determined by the head of that agency to be in the best interest of the United States.
B. Policy.
The Coast Guard has traditionally provided firefighting equipment and training to protect its
vessels and property. Commanding Officers of Coast Guard units (COTP's, Groups, Cutters,
Stations) are routinely called upon to provide assistance at fires on board vessels and at waterfront
facilities. Although the Coast Guard clearly has an interest in fires involving vessels or waterfront
facilities, local authorities are principally responsible for maintaining the necessary firefighting
capabilities within U.S. ports and harbors. Additionally, a vessel/facility's owner and/or operator is
ultimately responsible for the overall safety of vessels/facilities under their control, including
ensuring adequate firefighting protection.

So, I guess this proves one of two things. Either Haman and Nabal are absolute LIARS, COMPLETE FOOLS, or..........

You FAILED to include Union fire Department's side of things, failed to verify every one of Ponticelli's statements, including this blatant LIE by him; "They have no jurisdiction in the water outside of Bensalem. That's the Coast Guard. Or the New Jersey State Police.", because if you had, you would have known that the Maritime Act of 1974, states just the opposite of what Ponticelli is saying. Most of all, you failed to include ANY documentation/Source on Union's alleged bad deeds by Harran, and that's because you NEVER had them to begin with!!

 Director of Public Safety stated that there would be no lack of coverage while the fire company is closed.

 Not only is that FALSE, several times during the closure, the next closest volunteer fire company failed to respond!

 The paid fire company ONLY works during the day 5 days a week!  What about the other 14 hours of the day?

Officials have suspended a police officer in Trenton after a photo of him asleep in his patrol car was posted online. The photo of Officer Richard Takach was taken by a passerby, and it appears here courtesy of The Trentonian. City Police Director Ralph Rivera Jr. tells The Trentonian having a sleeping officer in uniform, in a patrol car and carrying a gun is "dangerous to the city whether the officer is working or not. Takach's lawyer says the 12-year veteran of the force was "not on city time" and needs to work additional hours because of living expenses. Did the police department make the right decision by suspending the officer?

Episode 17 of "Everybody Hates Freddie: The Little Dictator IS Exposed!

Found a pleasant surprise at my door this afternoon when I got home today. Apparently, Haman's been a bad little boy, and need to be taken to the woodshed, but there is no one brave enough to do it, YET. This looks interesting enough to let the FEDS see it, don't cha think?

What we found should shock and disturb any true Americans living in Bensalem regarding the shutdown of the Union Fire Company, the Public Safety Director, Fire Marshal's Office, politically connected members of the volunteer fire service, Paid Fire Department, the Bensalem Rescue Squad and the township training center.

1. The loan taken out by the Union Fire Company to purchase the new marine unit was less than $100,000.00. The Union Fire Company owns all of its apparatus outright except the new marine unit.

2. Another volunteer fire company in Bensalem Township has truck payments in excess of $92,000.00 per year. That is more than ½ their revenue. Did the Director of Public Safety say anything about that? No.

3. This same volunteer fire company purchased two new trucks that are too large to fit down many of the streets in Bensalem Township. Did the Director of Public Safety say anything about that? No.

4. Bensalem Rescue Squad campaigned for a tax increase and frequently receives large donations from Parx Casino for services that they CHARGE for! After receiving their tax increase, they REDUCED the amount of ambulances they staff per day. This included the removal of the ambulance from the Cornwells Fire Company. Did the Director of Public Safety say anything about that? No.

5. Despite the Mayor and the Director of Public Safety's claims, THERE IS NO EVIDENCE that the Union Fire Company will be bankrupt in 3 years. None!

6. The oversight committee that was supposed to review "safety issues" with the Union Fire Company, instead spent its entire time trying to condemn the new marine unit.

7. The Director of Public Safety when finally FORCED to provide the "18 safety points" that he publically announced REFUSED TO ADDRESS OR DISCUSS THEM WITH THE UNION FIRE COMPANY.

8. The SAFER grant that brought the paid fire department to Bensalem includes numerous statistics that DO NOT accurate reflect the number of fire responses in Bensalem Township. In fact, the Director of Public Safety continues to REFUSE to release the SAFER grant to the public!

9. The poorly budgeted paid fire department has been operating in the red since its inception. No one has been held accountable for this. The township has taken funds away from the 6 volunteer fire companies that provide 24 hour service 7 days a week to fund the paid fire company which provides 40 hours of service 5 days a week.

10. The paid fire department has failed to meet the requirement of being on scene with 5 minutes 90% of the time and BEING CAPABLE OF INITIATING FIRE SUPPRESSION. They must wait with the paid engine until two more paid firefighters arrive to initiate fire prevention. The grant application indicated that there would be firefighters on the paid engine.

11. The Director of Public Safety accused the Union Fire Company chief of refusing to give water to the paid fire company. When this was proven false, the Director of Public Safety THREATENED to arrest the Union Fire Company chief for interfering with a police investigation!

12. The Union Fire Company filed a written complaint with the Mayor of Bensalem Township. IT WAS IGNORED BY THE MAYOR.

13. The Director of Public Safety withheld information concerning an attempted arson at a commercial building in the Union Fire Company Fire District. A week later, the Union Fire Company was dispatched to a fire alarm in a commercial property two businesses away from the one with the arson report. After searching the business they were dispatched to and the one next to it they eventually located a working commercial building fire in the business that had previously been the target of an arsonist! This endangered all the members of the Union Fire Company at the scene. When members of the Cornwells Fire Company arrived at the scene, THEY TOLD THE UNION FIRE COMPANY ABOUT THE ATTEMPTED ARSON FIRE at the business! When the Director of Public Safety was asked about keeping the information from the Union Fire Company he replied; "I don't release information about ongoing investigations"! When the chief of the Union Fire Company stated that he personnel were put in danger by not having the information, the Director of Public Safety REFUSED to respond. When the Union Fire Company chief pointed out that members of the Cornwells Fire Company knew about the attempted arson the Director of Public Safety refused to discuss the matter.

14. Then, the Director of Public Safety had the nerve to put in his "18 safety points" that it took the Union Fire Company 30 minutes to locate the fire at the same fire!

15. The Director of Public Safety authorized the Deputy Director of Public Safety to contact the government agency that had awarded the grant to the Union Fire Company and cancel the grant. This occurred AFTER the Mayor assured the Union Fire Company that the Director of Public Safety would stop interfering with the marine unit project.

16. The Director of Public Safety then authorized the Deputy Director of Public Safety to once again contact the government agency that had awarded the grant to the Union Fire Company and claim that the township did not have the matching funds for the grant. He once again requested the grant be canceled. When the awarding agency pointed out that the township was not responsible for the matching funds and did not have the authority to cancel the grant, the Deputy Director of Public Safety terminated the call.

17. After two attempts by the Director of Public Safety to interfere with the funding of the project, the awarding agency offered to sit down with the township government, Director of Public Safety and the Union Fire Company in 2010 to discuss the project. The Director of Public Safety REFUSED.

18. The township training center is over budget, poorly situation and not capable of offering the training that the Director of Public Safety stated when he called it "state of the art". This $5,300,000.00 could have been better spent recruiting and retaining volunteer firefighters. The Mayor refuses to address the problems with the center or the way it was constructed.

19. When confronted at the Penn Ryn meeting by citizens in the Union Fire Company district, the Director of Public Safety AND the Mayor could not answer a single question.

20. The Director of Public Safety and the Solicitor claimed that the Union Fire Company chief was insubordinate and that there was a chain of command that had to be followed. When it was pointed out that the fire company HAD followed the chain of command, yet not a single issue that they brought to the township regarding the conduct of the Director of Public Safety was addressed. Despite several councilmen being fully aware of his threats, intimidation and slanderous accusations.

21. The Director of Public Safety and the Deputy Director of Public Safety made repeated and false accusations regarding the officers of the Union Fire Company to numerous agencies and to the press. When they were all proved unfounded, the Mayor took NO STEPS to correct the conduct of the Director of Public Safety.

22. Areas of the township that continually operate OVER budget with no corrective action are the police department, golf course, the theater behind the township building, fire marshal's office and the paid fire department. No action taken.

23. The township has NO PLAN to properly fund the paid fire department!

24. A paid firefighter assaulted a volunteer firefighter and vandalized the firefighter's car. This was all done in front of numerous witnesses who gave statements to the police. The injuries received by the volunteer firefighter were confirmed through hospital records. Not only was the paid firefighter NOT ARRESTED, the victim, his family and the fire company he belongs to were pressured to drop the issue by officials within the department of public safety! The victim and his family were pressured into accepting that the paid firefighter would pay for all the damages he caused! This same paid firefighter was overheard bragging in a Bristol Township bar that he had nothing to worrying about. The volunteer firefighter, his family and his fire department were told to keep their mouths shut!

25. Another paid firefighter was reported to have sent pictures of his genitals to two female emergency services workers. Within two days of this coming to light in the volunteer fire service in Bensalem the Director of Public Safety said it was unfounded. Several firefighters confirmed that the phone records were NEVER obtained and the two female victims WERE NEVER INTERVIEWED!

26. The Director of Public Safety FALSELY claimed the Union Fire Company grant as being awarded to the township and utilized by the township in 2010! When this was reported to the Mayor there was NO RESPONSE. When the Council was confronted with this information, they replied; "they don't tell us anything".

27. The township fire marshal was suddenly fired two weeks before Christmas. When the Director of Public Safety was asked about it, he replied; "we are going in a new direction". To the month of July, 2012 he has yet to tell the fire service what the direction is!

28. The Director of Public Safety has implied to the leadership of the other five fire companies that it would be in their best interests NOT TO ASSIST THE UNION FIRE COMPANY. The underlying message was that he would do to them what he is doing to the Union Fire Company.

29. Several members of the Bensalem Township fire service have spoken out on social media about the injustices coming from the Department of Public Safety. These firefighters have been threatened to stop expressing their opinions out fear that the Director of Public Safety will punish their fire department.

30. When confronted for specifics the Director of Public Safety does not have the ability to answer!

31. When confronted with FACTS, the Mayor ignores the question or replies; "we can address that because there may be pending legal action". Another way of saying; I REFUSE TO ANSWER.

Millions of dollars have been wasted by the Director of Public Safety, the Fire Marshal's office and politically connected emergency services insiders. NO ACTION has been taken by the Mayor!

When numerous reports about the threatening conduct of the Director of Public Safety have been received by the Mayor, NO ACTION is taken.

Either the Council is blind or truly "is not told anything" or they are part of the problem. ABSOLUTE POWER CORRUPTS ABSOLUTELY.

I am extending an OPEN CHALLENGE to ANY person within the township, this includes any of Haman's "Eau De Little Dictator" inhalers, and Joey D Punch Drinkers, to prove ANY of these statements false. Just remember, there IS evidence to back everything up, so yours had better be AUTHENTIC!!

This was given to me anonymously, and it rings true even today.
I am writing this to see if anyone has information regarding the gym being built at the high school. What is the cost of the gym?
Several years ago, the township received a $2,000,000.00 grant from the outgoing Governor of Pennsylvania for a community center.
The Mayor said it would cost too much money to hire personnel to run the community center.
I understand that the money was given to the school district to build the new gym (it wasn't given back to the state). This was done with the understanding that the community will be able to use the gym.
I am sure for safety reasons that the public will not be permitted to use the gym during school hours. I also believe that the public will not be able to use the gym after school when the students have after school activities.
That leaves the hours after 10:00 at night and before school starts in the morning for the public to use the gym.
I believe that would require that the school district hire personnel to run the gym for the public! As the school board has just raised taxes (again), how much more will they have to be raised to hire all these additional employees or pay overtime to run the gym after hours?
What about the activities that would have utilized the community center that cannot be carried out in the new gym?

Its now 4 years later, and this gym is still not able to have the public in it!! According to this article, all that is missing is "a climate control piece". They are as usual blaming this on the same contractor that delayed its opening to begin with, when this is their own fault for hiring the contractor to begin with, and worse yet, its a foreign made climate control unit with township tax dollars!! And they have the nerve to complain about Union Fire Co. supposedly using tax $$ for a boat that contrary to Fred "Haman" Harran's faulty opinion is badly needed!

Remember the meeting at Pen Ryn Mansion, you know the one where I learned that certain residents of Bensalem were forbidden to speak, and I learned from multiple people that Haman had his men set up to keep "a certain former cop" out. Yes, that one!! I remember in the paper, in particular the Philadelphia Inquirer, Harran stating the following:
Union has answered the fewest calls of the township's six volunteer companies, Harran said, although he did not have totals. According to Jerri, the company handles about 400 calls a year.
"Their response time is the worst in the township; they can't get to calls," Harran said. "They have no active recruitment effort, and they continue to have safety issues."
He would not provide details.
You know why he won't provide details?? Because he has no real documentation on this. In short: HAMAN IS LYING!! How do I know this, you ask?? Well, I have been very busy submitting Right to Know requests, and I received a response to a recent one in regards to the claims Haman made concerning Union Fire Co's alleged negative response times, and you look carefully at the RTK response, you will see Haman claiming that they (the township's public safety office) does not keep those records. I contacted Bucks County 911, and they stated that they did not, but to contact the township's fire houses, because they are supposed to keep these records. Well, I did and I got a voice mail from Haman stating the very thing he said in his response letter!!!

Guess what?? There is another area that he isn't telling the truth on. That area is on the Oversight Committee. Haman claims that the results of the committee's findings, are not allowed to be given to anyone, (Including Union Fire Co. for that matter!!) on the basis on "national security". What National Security?? Guess what?? I know 2 of the Oversight Committee members names, and I also know via SEVERAL little birdies, that the over sight committee NEVER said to close Union Fire Co. down!! Apparently, someone isn't telling the truth on this, and its really obvious to this writer who it is.

"I KNEW IT, I JUST KNEW IT WOULD HAPPEN. A lowlife, dirtbag at ABC has tried to link the Aurora shooter to the Tea Party. I knew someone in the media would lack the class to restrain themselves from using this for political advantage. And the Tea Party? Really? What evidence has there been of violence from them? Zero. As far as I know the T.P. doesn't have a problem with Batman. There's been lots of violence from the Occupy Movement, but I wouldn't presume to lay this shooting at their feet; that would be absurd and just plain sick. Attempting to lasso a tragedy for political gain is disgusting and really reveals the low character of the sick-minded individual who does it!"

I know this may not be "normal topic", but please keep the families of these victims in prayer. This is a sad and sickening thing to occur, and we need to remember that a PERSON with several guns did this, and that our laws need to be better enforced.

Funny how when you call someone's bluff, and actually put them in between check and mate, they turn tail, and run, buy never answering to your challenge. What's up Its time 2 Speak Up, Fat Fingered Lady, arraf, and arraraf(AKA 65 and 16)?? When are you going to reveal who you are?? Haman's Lies Backfiring on Him!!

Boy has Haman ever been a naughty little cop! I just learned that he used pictures he ILLEGALLY obtained off of someone's FB Page, and used them to say outright LIES about Union!! He claims that they took the boat on a "joyride" over the 4th of July holiday, which was one of his many "reasons" for suspending them. Funny how SEVERAL people took you to task on this Haman, stating that Union WAS INVITED to be down there!! As a matter of fact, the were invited by the very people you say is responsible for patrolling Union's area of the Delaware River! Don't you know that the Maritime Act of 1974 says otherwise, or are you that dumb??
Funny too, how you were ripped a new behind during that meeting by the crowd, and how you had NO VALID RESPONSES to any of Union's questions. Its also interesting how you resort to ILLEGAL activity to get information you want, and the spin it to your own evil gain. I also find it funny how you use your little puppets from 65 and 16 to personally attack my physical appearance when they can't successfully refute the facts that I stick to. Best of all, I love how you refuse to allow anyone to see or have a copy of (This includes Union Fire Company!) the findings of the Oversight Committee. It makes one think that you don't really pant the people of this town to know what the Oversight Committee really said, do you? I also heard that you tried to be a part of this Oversight Committee, but they said NO!! Is this your revenge because they wanted to be impartial??

You're running out of time and running out of lies Haman, so I suggest you quit while you're ahead. Otherwise...........

You know who you are, "Fat fingered Lady", "Its Time 2 Speak Up", "Arraf", and "Arraraf". I find it awfully interesting how the truth enrages those it exposes. Namely you for. From the way this looks, you have sucked up so much of Haman's "Eu De Little Dictator Fumes" you no longer can see the truth, even if you wanted to! You say, I am enjoying the comfort of my MySpace blogs, when the opposite is true. There was a reason I stopped responding to you on The Patch, which was the main thrust of the article everyone was responding to, was being De-railed by you four, with your false accusations, and speaking about Joe Cummons with little to NO knowledge of who he is or his accomplishments. You also continue to make the same inaccurate, false statements about Union fire Co. because Haman has drip fed you so many lies about them, you now believe them! Most of all, when confronted with THE TRUTH, you fail to respond with ANY VALID FACTS to refute what I say, so when I stick to the actual facts, all you're able to do, is make attacks about my physical appearance, and now publicly slander me and my father, with your feeble attempt at being Sigmund Freud. Its Time 2 Speak Up, you are the biggest offender in this area, due to not knowing thing one about me, which I will never ever let you or anyone else in this town know. This arrogant, and presuming attitude, is not only dishonorable, but makes YOU a complete joke, of a therapist. That is IF you are one!!

Let me make something clear. I think this is important, and needed, however HOW IS BENSALEM GOING TO PAY FOR THIS??

More Skeletons Coming Out!

Evidently, the cronies from 65 and now 16, think I am either bluffing about what I know, and/or cowering in fear over their latest "threats". They also think I am going to fall for their statement of going to/have gone to Jerri and Carmichael, when I know for a fact this isn't true.
You see, when I learned of all of this in 2011, I spoke not just to the president of 37, but also its chief (at that time), and they informed me that they obtained their funding for the boat and their operations, from sources OTHER THAN TAX DOLLARS. Now that this act of slander has permeated the fire house they now have to rely on tax dollars, because most of their sponsors have been intimidated into not funding Union Fire Co. As of this point, the fuel and maintenance for the boat are NOW being taken care of with tax dollars, however, the price they are paying for this, is much more reasonable that what the township has paid for their toys, in particular the QRS 222, and the "Crime Vehicle" which was used at the recent stand off.
Another interesting thing I recently learned, is that both 65 and 16 have a great deal of explaining to do, when it comes to how they maintain and handle their engines. You see, I learned that 16 took their engine to a kids party in Philly, and while down there, damaged something (possibly the ladder) on the engine! I also learned that 65 took their engine to a fire call in Penndel, (YES! Outside of Bensalem!), and while on this fire call damaged the ladder on their truck!! Both companies went around to fire calls here in this area, with this damage to their trucks, which could have endangered lots of lives!! I have also learned that 222, has been no angel in this either. Ever since they formed, they have been doing LOTS of naughty things. Things that Haman himself would go after another fire company for, for "violating township policies". You know, things like parking for hours on end, at another fire house, when they should be doing their job of inspecting local businesses, not using a ladder to help another fire company in a roof fire at PARX, and even more serious, answering fire calls with ONLY TWO people in the vehicle, instead of FOUR. This is the very thing Haman accuse d37 of doing, and when this was brought to his attention, he falsely accused Union's chief of "making it personal". Get a clue, Haman!! This has been personal even since the FEMA/Homeland Security Agent(Null) told your boy Nabal to back off Union's properly obtained boat grant!! You claim that this boat isn't needed, that the Coast guard patrols the area they cover, when you know according to the Maritime Act of 1974, this is NOT the case.

So, Now Who is Wrong???

A Word of Advice to the Naysayers

I have figured out who you are by now , or at least that  Its Time 2 Speak Up, thumbsup, arraf, arraraf, etc, are cronies from Nottingham, who have been doing nothing but LIE, and make false personal attacks about me. One of you has gone so far as to play Sigmund Freud, and claim I am spewing lies and hate as a result of having "daddy issues", when they don't know the first thing about me.
A claim of knowing and exposing my skeletons was put out there, which I find laughable, since again you nothing about me. I also find it easily as laughable that you bring up the current Chief, and President of 37, when I never once mentioned THEIR names.  You even make the ridiculous statement of having talked no them, when I know for a fact you haven't.
How is this for skeletons, since we want to try that game. I know of a certain high ranking fire official within 65 (Sponheimer) who was caught stealing $1200 from the proceeds of an Easter Flower Sales Event. evidently, two volunteers who are also Bensalem Cops, wanted charges pressed against this man, but apparently the public safety director at that time decided against this. Instead he made this man pay back the money, and NOTHING MORE was ever done! How about a hand picked fire chief (Hackman) for 37 having a child who had numerous run ins with the law, but NOTHING was ever done to him. This same person is just as shady, for taking county property to his own home. 

Yet, when Chief Jerri stands up to Haman and his sinful demands, as well as exposes Haman's wrongdoing, its called a personal attack against the public safety director, and the chief's own son is falsely arrested on TWO different occasions!! When Chief Dave Jerri further exposes questionable activity occurring within 222, in particular the incidents of car accidents with the fire vehicles, wrecking the main engines, and having only 2 people in a vehicle responding to a call, this latest travesty occurs!
There's a whole lot more where this came from, so if you want to continue in this, go right on ahead!!

A Little Known Fact

It's been said, that the paid fire department also does inspections, since it's an "expanded" version of the Fire Marshall's Office. Well, Councilman Pilieri allegedly stated several years ago that he was fine with expanding the fire marshal's office as long as it paid for itself with inspections. From what I know, they (Fire Marshall's Office) bulk bill for this, so how do we know all of Bensalem's businesses are ACTUALLY being inspected every year?? They may put up a piece of paper that states the business is inspected yearly, but how do we know it's actually being done??

What's worse yet, is that now the paid fire department continually operates in the red. The Director of Public Safety and the Mayor stated that no funds would be taken from the six volunteer fire companies to support the paid fire department. The SAFER grant ALSO stated that no funds would be taken from the volunteer fire companies to support the paid fire department. We all know this is not true. To this date, we still don't know exactly much funding they will be taking away from the volunteer fire departments.
