When Haman Practices to Deceive and Defraud!!

I have been carefully going over the last two budgets for Bensalem Twp., with others, and while we are in no way financial wizards, we have discovered some rather glaring discrepancies within them. As we were looking this over, we found the following within both the budgets:

In the 2011 Budget, I found this:

Pg 40 Under Revenues: Community Spirit Fund:

88.60.351.472 Grants Federal Safer Career Fire 39,050(Under Projected 12/31/2010) 151,800 (Under 2011 Budget)

Pg 41 Under Expenditures: Community Spirit Fund:

Now in the 2012 Budget, I found this:

Now if you add all of this up respectively, the grand total is $481,350. However, when you look up the grant award for this when it was given in 2009, it was $433,520

THAT IS A DIFFERENCE OF $47,830!!!!!
