The Director of Public Safety and the Fire Marshal's office accused Chief Troisi of refusing to give water to the paid fire company at a fire on State road. Since that public accusation, there has been no news. We have discovered the following:
1. Chief Troisi and the Union Fire Company IMMEDIATELY gave the paid fire company water when they arrived on the fire ground.
2. Chief Troisi and the Union Fire Company have notified the Fire Marshal's office on numerous occasions over the last 10 years that the yard hydrant at that facility had Jones Snap connections and they needed to be changed. This situation was never addressed by the Fire Marshal's office.
3. The detective assigned to investigate this case did not interview the crew of E-37 regarding the incident.
4. A Chief of an out of town fire company that responded to the incident reported that he was present and witnessed E-37 immediately give water to E-222 when it arrived on location.
5. There are pictures showing E-37 giving water to E-222!
6. The Director of Public Safety refuses to release the investigation to Chief Troisi and the Union Fire Company.
7. The complaint was coerced from a Chief Officer of a Township fire company by a member of the Fire Marshal's office.
The Bensalem Fire Marshal's Office reported that the office completed 896 inspections for the first quarter of 2011. Please review the following information pertaining to that number:
1. The Township claims there are over 4000 businesses in Bensalem.
2. The Township "bulk bills" at the start of each year for fire inspections.
3. There are 10 employees in the Fire Marshal's Office.
4. There are 6 full time employees.
5. The other 4 part time employees equal 2 full time employees for the purposes of hours worked per week.
6. There are 40 hours in each work week. There were 12 weeks in the first quarter.
7. 12 X 40 equals 480 hours.
8. Subtract 2 weeks for holidays, vacations and sick days that leaves 400 hours.
9. Subtract lunch, breaks and travel time between inspections that leave approximately 6 hours a day for inspections or 30 hours per week. This leaves 300 hours for inspections in the first quarter.
10. 896 inspections divided by 300 hours equals 2.98 inspections per hour.
11. 2.98 inspections per hour times 6 hours equal 17.88 inspections per day.
12. 17.88 inspections a day divided by 8 employees (6 full time employees and 4 part time employees) equal 2.235 inspections a day by each employee.
13. Are we expected to believe that it takes a professional fire inspection more than 2 hours to inspect a Wawa or 7-11?
14. If the Fire Marshal's office completes 896 inspections per quarter, that equals 3584 businesses inspected per year.
15. That leaves 416 businesses each year that were billed by not inspected.
16. This does not allow for re-inspections when violations are discovered during the course of an inspection.
17. Unlike the police department, the Fire Marshal's Office personnel are not required to document their time. This explains the hours spent at three separate fire stations within the township each working day.
The Township had a $6,500,000.00 deficit last year. We should be learning how to do more with less. So far, the ONLY solutions offered by the Director of Public Safety and the Fire Marshal's office is to increase taxes!
