Can you explain to me, why you need to have this in Bensalem, when there are already several means of after school and summer activities for children in this town to keep them "out of trouble"? Don't believe me? How about Parks and Recreation, and every church in this town, that has youth groups, AWANA, Vacation Bible Schools, and many other outreach programs for the youths of this town! Could it be that you are trying to copy a big city police force, like Philly??
Sounds to me like another Henry VIII pet project, that is nothing more than........
