A Public Safety Director Prayer for Fire Service Operations By Public Safety Director Fred Harran

    Obtain a SAFER Grant from the Federal Government to provide day time firefighters in Bensalem Township.

       Don’t share any information with the current Township volunteer fire companies about how the system will function. Pray that the Mayor will protect you.

      When asked about the grant by the fire companies, refuse to share the grant or any information within the grant with the fire companies. Pray that the Mayor will protect you.

      Tell the fire companies if they want to see the grant to file a right to know lawsuit.  Pray that the Mayor will protect you.

      Waste the first year of the grant which would have covered 100% of the firefighter’s salaries.  Pray that the Mayor will protect you.

       Continue to withhold the grant information from the firefighters. Pray that the Mayor will protect you.

     Wait until the last minute, then announce to the fire companies that you will be taking $24,000.00 plus from each fire company to offset costs of this program.  Pray that the Mayor will protect you.

     Fail to advertise a fire inspector position that came open in the township. Hire someone that does not have any formal training or certification as a fire inspector, nor could he pass the test to be a paid firefighter.  Pray that the Mayor will protect you.

      Change the title of the unqualified fire inspector to firefighter and fire inspector.  Pray that the Mayor will protect you.

     Fail to provide the fire companies, township government or the public with a plan showing how you intend to fund the paid firefighter program when the grant runs out.  Pray that the Mayor will protect you.

     Build a fire school with 5 million dollars of tax payer’s money; forget to put in any equipment to generate heat, allow for class A burning, a sprinkler system or even a water system to permit fire training with charged hose lines.  Pray that the Mayor will protect you. 

     Build a fire school in the middle of three major roadways, close to a hotel, apartment complex and residential area.  Pray that the Mayor will protect you.

     Tell the township fire companies that you can’t get water for the fire school because “the attorneys are arguing”.  Pray that the Mayor will protect you.

      Hope that the fire companies never ask you what the attorney’s could possibly be “arguing” about. Pray that the Mayor will protect.

       Get caught lying to the township fire companies about the SAFER grant.  Pray that the Mayor will protect you.  

       Fail to get the fire engine finished and ready for service (with over a year to prepare) that you purchased.  Pray that the Mayor will protect you.

       Pretend for the cameras that you have a fire truck by borrowing the Nottingham fire engine.  Pray that the Mayor will protect you.

      PRAY THAT THE PUBLIC REMAINS NAÏVE AND FAILS TO ASK WHERE THE TEN MILLION DOLLARS GOES FROM THE CASINO.

     Pray for a miracle, because the MAYOR, the COUNCIL and YOU will no longer be protected!

Ed "Parking Lot" Kisselback

Councilman Kisselback owns the old strip mall at Route 13 and Gravel Pike.  His Kiss Photography business is located there along with several other businesses that are his tenants.  Apparently, highway funds designated for Bristol Pike were used to pave and add lights to a parking lot behind Kisselback's store front on Bristol pike.  This is the only place off of Bristol pike where the grant funds were used to repave property not on Bristol pike. Reportedly, not a few of our local Republican office holders cheat on their wives, some quite openly.  Private investigator and former LE3 Republican Committeewoman Liz Bourne has often referred to the Bensalem Republican Party as the "nuts and sluts club" even though she remains supportive and active in it.  It has been alleged that years ago, Kisselback and his mistress/girlfriend had a disagreement, during which, his mistress tried to burn down. Kisselback’s store and strip mall. You would think that she disappeared off the face of the earth, but nope, she is still around.  She moved back to the Township recently. Wouldn’t it be interesting to have been a volunteer fireman on that fire call?
Another interesting factoid, is that Councilman Kisselback’s son Edward Junior is a high ranking officer in the Bensalem Police Department.  Ed Junior was accused of cheating on his sergeant's exam, (Brought into investigation, but nothing was ever done!)  and a witness in the case of a defamed former police officer, who from the perspective of many, was not very truthful. I have recently learned, that this very same dishonorable man, is now the head of the department's Internal Affairs Division!! Gee, I guess that must really pay to have daddy on Council!!
Its time the dishonesty, and nepotism stops, and that it stops NOW. We need people of honor in our town who will stand up for what is right, and will tell the mayor "NO"
I am calling on all honorable individuals who want to make a difference to run for township council. It doesn't matter if you are an R or a D, just be a person of honor, truth, and a willingness to.............

Joe "Puppet Boy" Knowles

The mayor of Bensalem wants Joe Knowles to Continue being on township council.  Joe Knowles is a real estate broker who works for Joanne Redding’s Re/Max real estate office.  Knowles has never been particularly involved in the community, but Redding is on the township zoning board, and the two together could get very rich brokering the proposed land development on the riverfront and the Mayor would get everything he wants without any opposition or reasonable scrutiny.  Knowles will look over at the Mayor at council meetings to see which way he should go on each and every issue.

Bensalem has been overdeveloped.  Just ask Aqua PA and the Bucks Water and Sewer Authority who have raised their rates enormously since the mayor and council sold our water and sewer systems to them.  The township’s own study by Carroll Engineering has shown this to be true.  Traffic, flooding, and pollution are just some of the results, all at the expense of our local quality of life.  The Republicans on Council and the zoning board have given developers far more in the way of zoning changes, variances, waivers, and approvals than required by law (Bensalem’s code of ordinances and the PA Municipalities Planning Code).  He twice made the motion to approve Tremont Village (in the Trevose section of Bensalem), which according to testimony given by the attorney hired by neighborhood residents, violates numerous township ordinances. Recently, Knowles voted to approve questionable housing in the Linconia section, that to this day, is being vehemently opposed by the residents, because they believe it will more than likely cause dangerous accidents, and bring property values down.

We need change in our local government.  Change that will protect the neighborhoods and homes of Bensalem residents from the onslaught of greedy developers.  Change that will defend our code of township ordinances rather than ignoring it. Its time to vote for honorable individuals who will NOT be "yes people", for the mayor, but act in the best interest of this town.

Let's Kick out the "Puppet" and put in a "Rock" who will stand up for us!!

This just came to me from my reliable source, and its really too hot to handle

       Is there anyone who can make the Director of Public Safety tell the truth? All six fire companies in Bensalem Township met with the Public Safety Director in November.  He was supposed to answer our questions regarding the reduced funding to the fire companies and the paid fire company he created.  He provided NO INFORMATION.  He told us to wait for the December 6^th council meeting and everything would be explained.

     The December 6^th council meeting came.  We watched as the Public Safety Director avoided answering the questions about funding the new paid fire company he created.  He provided NO PLAN for funding the paid fire company.  He provided no explanation for the reduced funding to the six fire companies.   He joked, he giggled, but he provided no answers!

      We spoke with the members of the Bensalem Council who told us they were NEVER TOLD that funding was to be taken from the six fire companies to pay for the paid fire company!  Either the council members are not being truthful, or the Public Safety Director is trying to pull a fast one!

      Needless to say, the Public Safety Director, the Mayor, the Council and the Fire Marshall’s office have failed to offer us any explanation for how the new paid fire company is going to be funded.  In fact, they laid off the Fire Marshall without any explanation to the fire service or the community!  If you are trying to reduce budget costs, why would you lay off the top first in the Fire Marshall’s office?  We didn’t see the Public Safety Director, Public Works Director or anyone else in charge laid off! Again, no explanation! 

      They told us that they are going to take over $24,000.00 per Fire Company to pay for the paid fire company.  Gee, let’s do some basic math.

Four paid fire fighters at $40,000.00 salary each equal $160,000.00 plus benefits

Six fire companies having $24,000.00 each taken from their funding equals $144,000.00. That is a funding deficit of $16,000.00 without benefits, cost of operating the apparatus, insurance, etc.

     At a time when paid fire departments all over the country are deducing personnel due to funding cuts, why would Bensalem Township’s Public Safety Director reduce funding to the volunteer fire companies?  

          There is a copy of the Bensalem Township SAFER Grant (that was submitted by the Public Safety Director and a Fire Inspector from the Fire Marshall’s office) going around with a report that breaks down the false information that is contained within it!  The Council and the Mayor have this report!  The information is easy to verify.  We did it in several days!  Why has nothing been done?

          We get no explanations, no information and no leadership from the Public Safety Director. Those that continue to turn a blind eye to the Public Safety Director’s inability to lead the Emergency Services of Bensalem Township remind us of that fairy tale about the Emperor’s New Clothes.  Sooner or later the community is going to see that the Emperor HAS NO CLOTHES

This is typical coming from someone, who when asked crucial questions about the EMS funding, and the way the department was being run, would either say "This is above my pay grade.", ignore the question, or FLAT OUT LIE!! Now his precious police department is in shambles reputation wise, because of a rapist cop, (By the way, he has not said one word of comfort/encouragment to the victim!!!), and incompetent staffing.

If People Only Knew the the REAL Reason The Council Meetings are so few and far between, its because whenever there is a serious issue facing this town, they huddle behind closed doors, and/or only allow people to see the proceedings on TV, and not allow ANYONE to comment on them. Better yet, at BDO meetings he has a flunky RAT like Carolyn Per interrupt anyone trying to get the truth!!
Joey D says how much he cares and is Sooooooo patriotic, but he shows favoritism when it comes to the police, by having them do his own dirty work, but ignore legit laws being broken by his cronies.
