THAT'S EXACTLY WHAT THIS IS!! It's an attention getting scheme, because Lobo's desperate to make himself look good. The other important issue with this, is that this is supposed to be used on a COUNTY level, NOT a local. Could Lobo be trying to score some brownie points for His Majesty, or someone else??? I also wonder WHERE the township got the $$$ for this, since we are VERY much in the red, and how they'll continue to cover this $$$ wise.
